Why can't my brother buy ammunition?

My brother lives in Ohio and every summer goes to the firing range and keeps a gun for when they go north to a cabin in the woods of Canada. (Two things you won't catch me doing- guns and camping)

Yesterday we were talking about Poplowski. First, he told me about something called the Ammunitions Accountability Act that started a few years ago and put (unfounded) fear in gun owners over a totally unenforceable and unsustainable push to mark each and every piece of ammunition with a serial number by the company that has the exclusive technology to do so. As you can guess, it went no where but got the gun owners started on the hoarding behavior that (my brother believes) just was accelerated by the rumours flying around about President Obama taking the guns away or what ever version is out there at the moment.

I had never heard of the AAA, and found it interesting, but this does have me worried-

After calling every Dick's and Gander Mountain in NE Ohio I tried the online ammo sites like Cabelas, Sportsmansguide, cheaperthandirt, Wideners, Natchez and a bunch more. They're basically sold out of all 9mm, .45 and other pistol cartridges. Most don't have any 5.56mm or .308 rifle ammo either. Word is stock will be replaced this summer.

Even at the height of the war the shortage wasn't this bad. It's all the kookies stacking ammo and guns up in their basement for the end of the world.
The sane people can't buy ammo? Now I'm worried.
