"Evil In The Eye" Flyer

TPM has a facsimile of this flyer up at their site that a GOP outfit sent out, and they seem to feel this picture from the last page is of Obama. Immediately when I saw it, before reading the story, I thought it was Mohammed Atta, one of the 9/11 hijackers. What do you think?

UPDATE- Looks like it's Bin Laden, but I agree with whoever said it in the comments, it was probably left ambiguous for a reason. A nasty reason.
