Airline Watch: New rule

I just got this e-mail alert via Yahoo:

WASHINGTON (AP) Some airlines tell passengers new rules require them to stay in seats 1 hour before landing.

That shouldn't be stressful or inconvenient at all. And is there a restroom exception?
