If you're planning on heading to D.C. for the Big Day, bundle up:

Those seeking to attend Barack Obama’s inauguration should not only expect record crowds but also below average temperatures.

The high temperature for the day is expected to be 38°F, according to The Weather Channel. The average high temperature for January 20 is 42°F.
Thankfully, that's not as unbearable as it could be, but if you're standing there for hours, it could get a little nippy. From Paddy's p.o.v., this would be bathing suit weather.

However, the forecast also includes good news. Meteorologists predict that it will be sunny on Inauguration Day and say there is a zero percent chance of rain or snow. That news is especially important since umbrellas are among the items spectators are not allowed to bring to the event.

Though it will be cold, it could have been worse. The low temperature on the day of President Reagan’s second inauguration was -2°F.
From my own p.o.v., no matter what the temperature will be literally, it's going to be sunny and warm symbolically.
