Shallow Thoughts: Anchorette vocal delivery edition

Has anyone else noticed the new anchorette vocal trend over the past year or so? They typically start off with a fairly normal delivery, but then pause for effect toward the end of a sentence... ... ...That was today's very Shallow Thought. Thank you for wading in.
... ... ... and finally continue, dropping the volume and tone until ... their voices lose steam and crack. I find this irritating, partly because I coach my students to avoid this kind of thing on a daily basis; partly because my brother was an on-air news reporter who took pains to learn proper news delivery; and partly because I miss the professional sound of a real, honest-to-goodness, seasoned news anchor.
(On the upside, Mr. Laffy and I imitate the anchorettes often, which brings us some sort of perverse sense of relief. Won't you join us?)

The woman is Orlando WFT tv anchorwoman Barbara West. It is from October 23, 2008.
She asks Biden if Obama is a Marxist. She asks him if the plan is to turn the United States into Sweden.
Biden so disliked West's line of questioning that the Obama campaign canceled a WFTV interview with Jill Biden, the candidate's wife.That's our Joe!
"This cancellation is non-negotiable, and further opportunities for your station to interview with this campaign are unlikely, at best for the duration of the remaining days until the election," wrote Laura K. McGinnis, Central Florida communications director for the Obama campaign.
